The Development

A subdivision development has been proposed at 4386 Rideau Valley Drive, just North of Bankfield Road extending toward Mud Creek and between Rideau Valley Drive North and the Wilson Cowan Drain.

Key Facts

·       As proposed, the subdivision would consist of 147 units, including 62 single-detached dwellings, 16 semi-detached dwellings, and 69 townhouses.

·       Access to the new homes is proposed to be provided by an expansion of the intersection of Bankfield and Colony Heights.

·       The developer is proposing the addition of two public parks; one between the Rideau River and Rideau Valley Drive, and another in the South corner of the proposed community along Bankfield.

Proposed Zoning By-law Amendments

To accommodate the proposed development, the proponent is requesting two Zoning By-law Amendments. Details regarding the submission can be found here, and supporting documentation is available on DevApps.

·       The majority of the subject site is zoned as DR1 – this is “Development Reserve, Subzone 1.” This zoning type is used to recognize lands intended for future development.

o   The developer is proposing changing the zoning to permit single detached, semi-detached, and townhouse dwellings with some exceptions for reduced lot size and certain setbacks, similar to the Riverwalk development further South in Manotick.

·       A portion of the site is currently Zoned as RU – or, “Rural Countryside.”

o   The developer is proposing changing the zoning to permit the proposed parks and open spaces.

Councillor’s View

As proposed, the development is in line with the City’s Official Plan and the Manotick Secondary Plan. It would add homes to the Manotick Village near the village core, which would help support the commercial development of the community. With new development comes more taxpayers in our community, and their contributions can help bring about new improvements such as more money to fix roads, greater support for parks and recreation, and more.

As the City Councillor, I am generally supportive of the proposed plan. I believe that the development is responsible and will make a good contribution to the community. However, I have some modest concerns which I believe should be addressed before this development advances.

The location of the park along the Rideau River is unfortunately not very accessible. It will require residents of the new subdivision to cross Rideau Valley Drive / Manotick Main – the busiest road in the village. Though the park would be scenic and enjoyable, its location on the other side of a busy road means that it will unfortunately be seen and enjoyed by far too few residents.

I believe that the developer should provide greater park allowance elsewhere in the proposed development.

My other concern with this development is the same concern I have generally. Additions to our communities put strain on existing resources and services. Already in rural Ottawa, we receive far too little support. Moreover, I do appreciate that residents on neighbouring streets such as Lockmaster have concerns regarding the impacts of the development. I believe that many of these issues can be addressed through maintaining vegetation and increasing the tree cover approaching the Wilson Cowan Drain at the Western edge of the development.

If the development advances responsibly, then this subdivision can be a positive contribution to the community. I will be working with City staff and the developer to ensure that the project is advanced responsibly so that it can be a positive addition to Manotick.
